FINANCES

The Department of Finance is directed by the Treasurer. In accordance with the Municipal Act, 2001, the Treasurer is in charge of the Corporation’s financial affairs in the name of and under direction of the Council.
 
Under direction of the Council, the Treasurer must come up with the Operating budget and the Capital budget as well as ensure its follow up. He also prepares the financial statements and presents them to an independant auditors’ firm to be verified.


Municipal Performance Measurement Program
The Municipal Performance Measurement Program (MPMP) is a venture that aims to provide taxpayers with relevant data on service delivery and to offer a tool to the municipalities, which they can use to progressively improve those services.
 
In accordance with this program, the municipalities must collect data in order to measure their performance within twelve important categories of municipal services. This program is under the guidance of the Ministry of Municipal Affairs and Housing.


Tax Rebate Program
Many property tax rebate programs are offered to charities as well as to low-income seniors and low-income persons with disabilities.

This section includes documents and application forms for tax rebates applying to charities and elderlies. In order to become eligible for a tax rebate, a form must be filled and presented to the Municipality in which property taxes are paid.
