About the United Counties of Prescott and Russell
The United Counties of Prescott and Russell Corporation (UCPR) was established in 1820 in order to service the municipalities then located on its territory. The regional government ’s function is to assure its citizens with services based on a regional interest, or services that are too expensive for a local municipality to handle solely.

Structure of the Counties
The UCPR are administrated by a two-level system of municipal government:
 
  • upper tier (counties)
  • local tier (local municipalities)

Following the January 1998 restructurations, today the UCPR groups together eight municipalities:


The mayor of each municipality sits on the UCPR Council and the residents of the eight municipalities participate in the funding of the regional government through their taxes.

The United Counties of Prescott and Russell’s head office is located in L’Orignal, in the Township of Champlain. The UCPR daily operations management is the responsibility of the chief administrative officer and clerk.

Each municipality has its very own personality and offers a distinct life-style. Some are more urban and centered on commercial and industrial business, or on services, whereas some others are more rural and agriculture is ubiquitous there. Furthermore, each municipality includes several villages, communities or neighbourhoods.
